DS9 was so funny and great with this, Weyoun was a one off character who died at the end of his episode and everyone was like damn Weyoun was so cool we love Jeffrey Combs and then everyone realized it was Star Trek and you could do whatever you want so we got nine Weyouns running around
So many great examples of exactly this. Another favorite: Andrew J. Robinson hired for a one-off on DS9 as Garak, kills it, and becomes one of the series' emblematic characters.
