BREMEN – The European Space Agency’s Human and Robotic Exploration (HRE) program fell short of its budget request at the ministerial, with member nations agreeing to contribute 2.66 billion euros ($3.08 billion), accounting for roughly 70% of the 3.77 billion euro ask. Russia may have just lost its only active launch pad for manned space missions. After today’s launch of Soyuz MS-28 from Baikonur, which sent three crew members to the ISS, the service platform at Launch Pad 31 appears to have been severely damaged by rocket exhaust.

Booster 18 has been cut in half at Masseys following its test anomaly.

SpaceX has said they expect Booster 19 to be stacked next month to replace it for Flight 12 early next year.

Odd one for SpaceX to have an explosion this early in the testing process. Even odder to see the booster still standing. That's helpful in the sense that this didn't ruin the test stand or nearby ground equipment. But this means more work before Starship V3 launches.
