The short answer is twofold. a) They almost have a monopoly, or they did for many years before Stripe came along. b) They've always been badly run, even when Elon was ousted.

The bad old days were *BAD*. Worse than they are now. It's how I learned all my tricks!

On the contrary, it's about public knowledge. Anything they can search for with associations, they will. They just want to cover their asses and they will err on the side of caution to do it, every time. Any whiff of a TOS violation they will lock someone's account.

PayPal have been known to search for users based on their addresses and ding them for content, even if the notes themselves are vague. I suspect something similar may have happened here.

It's used for PayPal only. No promotions, no correspondence, not even spam, no where is it public, absolutely no use for it other than sending and receiving money.
