Sergeants and PBA unions renegotiated contracts in 23 and 24 (i think?) and got salary increases across the board, so current headcount is making more per-hour AND working more hours at generous overtime rates to maintain flat staffing levels from previous years.

yeah, that $6b "budget" that gets talked about is almost entirely Personnel costs, there are other billions in NYPD spending for pensions, benefits, cars, settlements, debt, buildings, etc. rolled up into other city budget lines.
