That led to a flood of release petitions, known as habeas.

Last week two Philadelphia federal judges granted habeas petitions and used their memos to express frustration.

Judge Harvey Bartle III granted his 6th release last week, and called out ICE’s “illegal actions” that “waste the scarce resources of the judiciary.”
