I'm running a mirror of plc.directory here: plc-mirror.bsky.leobalduf.com. No ratelimits (for now), no SLA, and only supports DID lookups (no exports, audit logs, etc).
This uses github.com/bsky-watch/p..., which works by collecting and replaying PLC operations. 33 GB Postgres database, pretty nice.

The real limiting factor on backfill is your own network and the max number of users per PDS.
We fill PDSs to at most ~500k users so at 5 repos/sec it will take at most ~30 hours to sync a PDS.
You can parallelize that across all Bsky-operated PDSs and crawl the whole network in 30 hours.

To add some numbers: now 1.14% of handles are not bsky.social (almost identical % to April with 5M users). On the top of the alternatives are brid.gy, swifties.social, woke.cat 😅 -- @leobalduf.bsky.social on the numbers!
