This technology already exists and is widely used. It doesn't involve 'government surveillance' and would not allow ICE or any other government agency to stop individual cars.

Fun fact: the P6 has one of the strangest front suspension setups I’ve ever seen, with the spring mounted horizontally against the firewall.
Apparently the motivation for this was to allow for a wide engine bay, to accommodate a gas-turbine engine that never made it past the prototype stage.
