You're wrong but not in the way you thought. The person you're responding to is wrong that it's doxxing to publish public domain information. You are wrong on thinking it's only doxxing if you post where they live. Homes/property are public domain info.
It's legal until you incite harm/harassment.

It's not sealioning to collect or republish public domain information including phone numbers, emails, addresses, social media, public occupation info so long as you aren't directing harassment or calling for harm onto them
