If there is one phrase that makes me cringe (tbh there are many) it’s “right-size” Anyway: Reading says it needs to raise taxes.
Meanwhile, coming off a county tax increase last year Berks says it won’t raise taxes.

Sluggish market: A new Greater Reading Chamber Alliance report says, "Berks County’s labor market may be showing signs of moderation." The county's labor force recorded its second-ever decline between April and June, losing 1,200 workers.
