The current system ensures that each enrollee's net premium is a specific percentage of their income. Would the new "direct to consumer" payments be scaled like that?

HSAs are a good thing; we use one ourselves.
However, they’re only useful if you have a few thousand dollars you can set aside to put into the account and leave it there. You can’t use it for anything else and there’s a stiff penalty for withdrawing it.
