The executive order is to ensure visitors to the US “do not bear hostile attitudes toward its citizens, culture, government, institutions, or founding principles”.

Visitors.

ESTA is likely the first target because it is an easier place to start.
The new restrictions will not affect Canadian citizens but will affect permanent residents

On one hand you are a spendthrift, going out to eat all the time instead of cooking at home.

But cooking at home means you are failing the local economy and not supporting your restaurants and clearly can no longer work from home.
If a phone still works fine, it’s not “device hoarding” to keep using it. It’s common sense.
