This is concerning.

NIH is changing their policy so that staff have to prepare justification for every application that is funded BUT NO DOCUMENTATION FOR APPLICATIONS THAT ARE SKIPPED (BASED ON PERCENTILES).

New notices of #NIH awards now have language allowing grants to be terminated if they no longer “align” with agency “priorities”. This will create uncertainty b/c we can’t count on funding if it can be arbitrarily terminated while a study is in progress.

Due to the shutdown, NIH cancelled >370 study sections, impacting >24,000 applications

Rescheduled meetings will only discuss 30-35% of applications, have simplified summary statements (no narrative paragraph), and a new category - "competitive but not discussed"

New NIH guidance related to the shutdown. One of the changes is that "the percent of applications discussed in most meetings will be reduced to 30-35%, instead of the current ~50%."

The NIH percentile-based funding system ends January 2026. ICOs will evaluate applications using the full scope of peer-review feedback—not rigid paylines. Funding decisions will instead be driven by NIH and ICO strategic priorities, scientific needs, and budget realities.

Up to 323 cancelled CSR study sections. That's more than the 204 sections cancelled earlier this year. Rescheduling is going to be a hot mess with NIH staff reductions and study section members heading into finals and holidays that limit availability. 🧪
