The scoring is weighted to prioritize infrastructure in poor shape (15% of score), with high traffic volumes (5%), and how much bus service it has (19% for fixed, 2% for paratransit). So it's covered

Ultimately, SORTA can't do the work for the local governments. They have to choose to want to do it
