Normalize inconsistency in your art. Normalize not making every art piece super detailed and intricate. Normalize just creating art for the sake of it.

You need to remind yourself that these awesome things are coming from you because some deep part of you NEEDED for them to exist. If you're flagging, take a moment and remind yourself why you're a creator. Let your characters speak to you. Remind yourself why you loved this enough to make it so.

Sure, it's not always fun.. sometimes it's frustrating and painful, but to see the work finished at last, that's the best feeling we wouldn't trade for anything.

Rebooting your webcomic or revising old details is a pain (& still may not be necessary, it depends), but you can just as easily be stuck in the development stages forever because you want everything to be perfect and suddenly you realize "There's no comic and yet I'm tired of it".

Just go for it.
