That won't stop emissions as they aren't closed cycle for a start.
I suspect the Russians just don't care about contamination from emissions.
Then you also have a dirty bomb exploding at the target.

I can't imagine a heat exchange of any practical size that would be able to power a missile. And any design where fission powers a rocket will have contamination.
