Een "fatsoenlijk gesprek" is onmogelijk als de ene partij woorden inzet als wapen - bijv. via misleiding, intimidatie of ontmenselijking om zo de agenda te bepalen, aandacht af te leiden of de werkelijkheid te manipuleren - terwijl de andere partij streeft naar een eerlijke democratische dialoog.

A new study identifies processes that undermine & strengthen democracy.

Lessons are drawn from 6 “democratic near-misses”, where the slide to autocracy was reversed by judicial, electoral, political, etc. action.

An underlying trigger for dem. backsliding is 🥁 political leaders violating norms.⬇️

🧵 There’s a deeper divide at work in how people talk about “censorship” and disinformation. It’s the clash between negative freedom extremists and positive freedom practitioners.

Research on the structural elements of disinformation campaigns or the disinformation-related harms is not censorship.

Since the Cambridge Disinformation Summit is coming under increased focus by actors who falsely claim it promotes censorship, I think it's time to communicate some fundamentals:

--It is not censorship to explore and explain messengers' financial, power, social-psychological, or physical incentives to try to exploit others with intentionally misleading narratives.

--It is not censorship to offer one's personal or AI-assisted assessment as to whether a particular narrative may be intentionally misleading. Anyone can offer a counter-assessment and both should presumably be protected speech.

--It is not censorship to propose and discuss a framework that might support others to engage their own independent assessment of their own exposure to disinformation campaigns.

--It is not censorship to propose interventions to derivative harms from disinformation campaigns. Speech acts (e.g., "grooming") are often separable from harms acts (e.g., fraud or sexual assault). We have many systems in place to intervene on speech-derivative harms (e.g., securities markets regulation and enforcement) for good reason.

--I assess that those who intentionally mislabel disinformation or harms intervention research as "censorship" are often those who do not want to be held accountable for their harmful actions. I sense it is a deflection tactic and it seems to be working quite well, which is all the more reason to research and expose it.
