Because I think users would feel better about not force unfollowing if they could at least make themselves private.

It would have to become a network-wide decision to start treating Bluesky Follows more like Instagram Follows and less like YouTube Subscribers.
I'd guess Bluesky thought if AT Protocol was always public, you wouldn't gate or remove followers since the info was already on display

But if for some reason you unblock them then they automatically follow you again

Correct. We refer to that as "interoperability". It works because Blacksky and Bluesky operate on the same protocol which is a social contract on how data should be shared so that all of our apps can work the same or similarly and users have familiar experiences while benefiting from more choice.
