I think there is a significant portion of the BlackSky user population that consists of fake/bot/troll/grifter and that's why I only engage with like 20-25 people on the regular

It would have to become a network-wide decision to start treating Bluesky Follows more like Instagram Follows and less like YouTube Subscribers.
I'd guess Bluesky thought if AT Protocol was always public, you wouldn't gate or remove followers since the info was already on display
