![It's easier to get away without a big conflict in short stories, instead relying on poeticism.
There's also a surprising amount of utopian sci-fi erotica that goes beyond, "Hey, would you like to participate in [niche, physiologically unrealistic fetish]? Well, through the power of [usually nanotech], now you can!" into poignant character studies, often exploring what it means for a person to get what they think they want, or to live in a society where the dangers inherent in hedonism have been wiped away by technology. On a meta level, you often have characters gifted (doomed to) some transformation or situation that may be grotesque or horrifying when viewed from the outside... But then you're left with the haunting question of whether or not it's all that bad if they're happy with the turn of events.
Don't ask me how I know.
Lastly, Rainbows End by Vernor Vinge is mostly optimistic and set in the near-future. About a week or two from now, actually.

Failure to impeach at this moment should result in blanket removal of all legislators by any legal or electoral means. If they refuse to protect their most basic powers and mandate, they are themselves a threat to the institutions whose seats they temporarily occupy, and should be forced to vacate.

I just had a visceral reaction to that first Soundgarden tribute wtf. How has that not inspired a post-apocalyptic cyberpunk grindcore grindhouse movie (well, it maybe just did).

I always think about the "paralegals" from that weird cyberpunk book Eoin Colfer wrote that were basically corpo assassins and think how nice it would be if we could turn the IRS into that, specifically for extraterritorial repatriation of unpaid taxes. Putting the "agent" back in "IRS agent."
I plan on taxing the billionaire class out of every penny they have, and if they try to take it and leave, I promise to deploy the military to retake our stolen assets.
Billionaires need to pay a steep price for helping turn our government into a pay for play operation that only benefits them. If Dems can’t handle it (which they can’t) then we need new blood who CAN and WILL.
