Please can you help to identify this? Not the 3rd Bttn London Regt (Royal Fusiliers) - as far as I know, like the 1st, 2nd & 4th LR Bttns, they wore the ‘standard’ RF cap badge with rose in centre, not a number. And I don’t think I’ve previously encountered ‘3 City of London Rifles Volunteers’ 🤔

I recently had the good fortune to encounter Tuileries CWGC at Zillebeke for the first time (heaven knows how I’d managed to miss it over the 20 preceding years of visits). Can anyone tell me why all the headstones are confined to the perimeter?
