According to the Hays Code at the time, the film had to show that "crime doesn't pay," and every criminal character ended up either arrested or dead.

Agreed. In many ways she is the film's innocent and the relationship (and motives) between her and Dix are at the emotional heart of the film. Despite being "criminals" their hearts are pure - or more so than those around them.

A "fence" in a heist buys stolen goods and then resells them for a profit. The thieves will "fence" their loot to this person, who then works to move the merchandise and profit from the transaction, often using legitimate businesses as a front.
