... This will especially happen where Station groups have a duopoly where one Station goes ATSC3 while the other goes ATSC1 with MPEG4 to carry all the Channels from the other station. It still means older non-smart TV won't be able to decode the video.

The way I see this working out based on the proposal is, at least for the now, more of the big corporate Stations will transition to ATSC3 while some Stations will stay in ATSC1, but transition from MPEG2 to H264/AVC/MPEG4 to allow them to carry the Channels from the Stations that go ATSC3. ...

Today the FCC voted to approve the "Authorizing Permissive Use of the “Next Generation” Broadcast Television Standard Fifth Further Notice of Proposed Rulemaking". Now we wait for the comments period to start.
