If you go to great lengths to characterize the harms/safety of a medicine (or policy, etc.), you should also go to great lengths to characterize its benefits. And determining whether a favourable balance exists doesn't just come down to math - it comes down to a value judgment.

When I treated kids with cancer, every drug I used had serious, often life-threatening risks. But those risks were worth it because we knew they had efficacy.

When it comes to drugs, except in relation to efficacy, safety is a meaningless concept.
