Those are actually legitimate sound signals. In the first example the ship is warning it's about to leave the dock, then announcing that it's "operating astern propulsion". They are important safety notifications for other boats.

The rules describe the various sound signals and define when they are to be used, but they don't specifically prohibit absurd behavior like that. I think what's needed is for the port authority to inform the cruise line that if that nonsense happens again they're all done stopping in Portland.
