I think I know the real reason why Diddy Kong Racing hasn't seen a re-release outside of the DS remake.
Nintendo is waiting for Bumper the Badger's parole period to finish in order to avoid controversy. Considering he was in jail from 2004 to potentially around 2021, this may take a while.
