No in fact Nicholas Meyer wanted Kirsty Allen back. She was too much and he felt that he just didn't like Robin Curtis' portrayal. Curtis spoke in an interview with the DCon chamber about getting the call from her agent saying "they're recasting it; they want anyone but you" and being heartbroken.
But also I love Saavik and her being a villain would have broken my heart.
IMO Saavik's absence holds the film back. There's no mystery who the traitor is - it's the fucking new guy!

Saavik hating Klingons extends nicely from her witnessing David's murder. Seeing how David's death affects both Saavik and Kirk but very differently would add to the dramatic weight of VI.

There are basically only 2 positions on the craft of real human expression:

1. I've barely invested any time in learning how to understand or appreciate it
2. I've invested in learning about technique or history, and Holy Cow it's transformational

Position 1 has a low barrier of entry.
Tech bros gonna tell us we haven't bothered to learn enough but also they don't care to take humanities courses.
