"Dear Joel:

I think it is more difficult these days to define what makes a good citizen than it has ever been before. If he did not Trademark Inktober, anyone else could have. Such as a Hobby Lobby, or a Michaels. A corporation could have taken it. It is not first to be published like a copyright is.

I feel it's still important to understand the rules.
Logos are still Trademarks.
You may notice a TM or R next to a logo for Trademark or Registered Trademark.
Yes, you can't use it as a Title or Cover of an item you are going to SELL.
Still doesn't give him ownership of anything.

Legislation has been introduced to Lakewood City Council to make Lakewood into a Transgender Sanctuary City. This would protect trans people from federal and state laws that criminalize gender nonconforming presentation and gender affirming care. The Trump Administration is targeting trans people with unjust attacks at every turn. Lakewood prides itself on being a Progressive city by recognizing Pride Month. Sorry, but that's not how any of that works.
You can't copyright a word or the concept.
Jack filed a "Trademark" which is meaningfully different.
It does not give him ownership of anyone's art. It just means I can't sell a shirt that says "Inktober" on it.
