They cannot. They used their majority vote earlier in the year and they would need to use it to abolish. It does not matter though, because all Dems are asking for is the extension of healthcare subsidies that 75% of Americans support.

To the people saying Trump wants to provoke a Civil War: what exactly makes you think he prefers that to a simple one-sided slaughter?

He can call that a war and get all the benefits of a war + none of the downsides.
