Yes. Fines for those who are late to pay HMRC. But not for when HMRC is late!

I send HMRC double-taxation forms that excuse me from paying tax on royalties (not much) in 2 countries. HMRC has to stamp them. Turnaround is now more than a year, by which time the forms are out of date! It's Kafkaesque
Thatcher was small state, low tax, but she simply sold everything then put up VAT.
We've since been nudged along to paying private firms for public services, and fines for those who can't navigate.
Interestingly, communication was easier in lockdown. Almost like govt. didn't want to wind us up?
