The fact that he absolutely has to have Greenland, and hasn't taken any of the off-ramps that would have enabled him to notch up a "victory" in getting EU to follow his lead on Arctic security makes me believe this agenda is being driven from the Ellison-Musk-Thiel level. Why do they want it?
