Yo hell yeah. Knowing how to keep a bike in proper running order opens up a big world for those that don't/can't drive. Yesterday I was able to make a repair to my own bike. I posit that youths never feel so free as when they take their first bike ride beyond their home neighborhood.

So a lot of people who are in unstable, abusive, and/or periodically violent living situations keep cell phones hidden for emergencies.
