Of course, Parliament would have to enact it - but I don't think they should be allowed to mark their own homework.
I would assemble a Citizens' Constitutional Assembly to examine proposals & their advantages&disadvantages, and draw up a charter for Parliament to vote on.
Once it's handed over, it ceases to be 'taxpayers' money'; it is government money.

Do we call Amazon profits our money? Do we call bank profits our moeny? No, because it isn't ours anymore.
I'm not quite so cynical; I'm pretty sure the Civil Service has absorbed much of the needful & that some Hallett's eventual recommendations will be institutionalised. I'm more worried about politicians 'learning' that avoidance of blame matters more than making unpopular-but-necessary decisions.

I might go so far as to say Wikipedia is the single most important website on today’s internet. Maybe the internet in general. It is a necessary resource and we need to do all we can to support it.
yeah, look .... not sure who needs to hear this (actually, everyone does), but turn off the stupid AI suggestions in your search results, and def. go and use @wikipedia.org a lot more.

I use it as my first-go-to knowledge base resource.

I'm happy to criticise BJ, all day & every day. But the Hallett Inquiry isn't about assigning blame; it's about making sure we learn the lessons, so we do better, next time.
Our obsession with blame, means that, next time, pols will be more interested in dodging blame, than doing the right thing.
