Daytime Council, the Heritage Designation Application for 2407 Fernwood Rd passes unanimously, as do the minutes. We conclude for today. Back later tonight for public addresses to Council at 6:30 PM.

Aww, Acting Mayor Coleman! He has asked Councillor Thompson to do the land acknowledgment because he believes it's something we should all share in the practice of doing.

Motion finally passes unanimously.

COTW concludes. Daytime Council next.

Amendment to amendment passes 6-2.

Amendment passes 5-3.

Motion as amended (many times) back on.

Kim (me) is definitely sick and has less of a filter on. I was so upset with my colleagues saying some of these appointments are a choice. I believe it's our obligation.

I spoke against the amendment. Thompson moves amendment to amendment to try to assuage concerns: "time commitment required per month" to "average time spent per month."
susankimyyj.bsky.social
Amendment passed unanimously. Dell moves another amendment for us to include time commitment required per month info from Council.
susankimyyj.bsky.social
[This whole motion and the discussion is basically directing Council to email the staff how we're getting paid, and then staff are then to put that information into a neat table for the internet.]

Thompson jokingly reports that he already emailed his info to staff, it's so easy.

Amendment passes unanimously. Back to main motion as amended. Loughton amends again to include language: "Council direct staff TO WORK WITH COUNCIL MEMBERS to prepare and publish..." Point is to tell staff this isn't meant to make work for them, it's up to Council.
susankimyyj.bsky.social
Dell speaks to Loughton's amendment about how helpful it could be to show how much unpaid external appointment work Councillors take on outside of core Council-related duties.

Amendment passes unanimously, back to main motion as amended.
susankimyyj.bsky.social
Amendment fails with just Kim, Caradonna, and someone else in favour.

Thompson tries an amendment now. "Want to clarify for the public that we don't get paid for an appointment, we get paid for the work done."
susankimyyj.bsky.social
Loughton steps in saying how easy it is to find information like CRD remuneration online. She just did it, so she finds this whole issue needless.

Coleman says yes but some other orgs it's not so easy.

I'm not gonna keep covering this particular discussion so meticulously now.
susankimyyj.bsky.social
Caradonna moves an amendment: "Council direct staff to REPORT BACK ON PREPARING and publishING an annual public financial disclosure report..."

Coleman says: agrees with intent to make information available, but unsure if there's stuff to suss out first.
susankimyyj.bsky.social
Dell asks: "Where are expenses noted?" Alludes to "exorbitant expenses" for Councillors who are "flying coast to coast."

Staff says these are all available online.

Dell asks about staff capacity and duplication of work.

Staff says easiest if orgs provide info directly to City.
susankimyyj.bsky.social
Coleman asks about organizations' expenses? Staff says CRD already has reporting requirements with all of that, but orgs like GVHA may not have to.

Dell asks staff if that information is already available?

Staff says yes and CRD. Unsure about other orgs, but likely yes for public orgs.
susankimyyj.bsky.social
Coleman asks question to Acting City Manager Thompson how easy it is to collect this information.

Staff says some of the info is already online, but the orgs would need to be willing to share directly to compile.

Gardiner motivates. "I think we should provide disclosure.... it's putting together in a nice table form so that the general public doesn't have to search for what the compensation is."
susankimyyj.bsky.social
Item H1 Council Member Motion (from Gardiner): "Council direct staff to prepare and publish an annual public financial disclosure report... detail the total compensation received by members of Victoria Council in connection with their City of Victoria duties... including, but not limited to CRD..."

Caradonna asks a question that I missed but caught his Waiting for Godot reference. My favourite play!

Motion passes unanimously.
susankimyyj.bsky.social
Item F1 UBCM Strategic Priorities Fund brought forward by staff. "That Council acknowledges the City's requirement for overall grant management and the sole responsibility for any cost overruns incurred with either of its two 2025 UBCM Strategic Priority Fund project candidates."
susankimyyj.bsky.social
Consent agenda moves along with the Herald St Brewery Liquor License application being added.
susankimyyj.bsky.social
Caradonna also takes a moment at the start to thank survey takers of Conde Nast for ranking Victoria the best small city in the world. Nice sentiment although I'm unsure what prompted this kind commentary.

Committee of the Whole for October 9 has begun with Acting Mayor Coleman in the Chair. Alto is away. Kim is joining online because *cough cough germs*
