Staff explore and report back on memberships in orgs and possible reductions; full range of City memberships including ones involving Council and others more focused on admin. Examples would be UBCM, UDI, CCCO....

Moving onto considerations of revenue amounts that Council can direct staff to include in the budget. This includes things like "Boulevard Tax increase", "Victoria Conference Centre increased revenue potential", etc.

We move away from operational budget expenditures to capital budget considerations. In other words, we shifted towards discussing $ for the hard infrastructure things. Now onto similar deliberations: what do we want to keep? What's on track? What can we defer? What amounts can we cut (or add)?

A 100% unforced error. And the 4% target doesn't even exist. Here's the resolution that started it all. It was the "baseline" for the budget. I watched the meeting, and it was clear to everyone that Council had the authority to make whatever changes that made sense.
