Judge Ellis, throughout this hearing, has repeatedly said that the version of the facts provided by DHS officers is not credible. She has cited video evidence and testimony in court that undermines what government officials have said publicly.

Many Rs want to include the language, but Collins is opposed. And such a restriction would be a nonstarter for Dems, who have long sought stronger guardrails against impoundment, not weaker.
