Among other things, according to the decision:

- 250 security prisoners will be released.

A teddy bear is a soft, safe, dependable plush you can trust and I believe it truly embodies nostalgia.

At the same time, I thought it'd be nice to see a teddy bear character who actually was the size of a Teddy Bear. Hugpenny has to sit on a stool because he's so small.

This is one of those where I knew exactly what I wanted to make for this day well in advance. Teddy bears are an almost childhood universal. I got one from an EMT after my family got into car accident (everyone was fine), I got one from a funeral after my great grandma passed away.
