The way I had it explained to me:

Calling someone a sp**k: not great to do

Saying something is spooky: a completely different context. But context has no meaning online anymore because subtlety is dead.

It originated in the 1800's from a Dutch word that meant ghost. It was briefly used as a slur in the forties then pretty quickly returned to meaning ghosts. It's one of those words that white people and only white people say not to say.
