As far as International Law goes, it would have to be prosecuted by the ICC, which the US doesn't listen to.

I think they're trying to do multiple things.
1. Force regime change and seize oil reserves.
2. Distraction from Epstein files, and from monumental rise in costs of people's health insurance.
3. Portraying Trump as someone other govts don't want to anger.
It's chaos. And it's going to get worse.
