Everyone, but especially Columbo fans and/or 90s Japan-heads, needs to watch Furuhata Ninzaburo, which I would describe as Evil Columbo.
Columbo may have had Robert Culp as a killer, but only Furuhata Ninzaburo had Chairman Kaga.

The Age of Assassins (1967)

Nakadai plays it like Carey Grant in Monkey Business with a serious case of athlete’s foot, as he absent-mindedly dodges assassination attempts by a series of increasingly oddball killers. Features a mechanic named Otomo Bill. Extremely my kind of movie.
