I would be completely unsurprised if the real reason behind Trump’s extrajudicial killings of alleged wrongdoers is because he’s trying to take out competition for criminals that have made it clear they are willing to donate their blood money to his corrupt slush fund.

Just so we're clear, there is no legal mechanism for people/corporations to "donate" directly to the president so that he can spend the money on whatever he wants.

This is straight up bribery. And a lot of the $300M "budget" will be Trump giving contracts to friends who then kick it back to him.
