Politically the most important para is the one reaffirming third states' duty to prevent genocide. It was triggered by the ICJ provisional measures orders on 26.01.2024. The "serious risk of genocide" was clear then. States should have acted then, they must act now.

Why would they believe that? Their problem has been that the consensus that racism is bad created a social cost for them. They hd to be careful whom they spoke to; a reputation for racism could be ruinous. Even in my lifetime that wasn’t always true. People worked hard to build that consensus. /3

Not that anyone in politics listens to research, but there is a bucket of research (including some excellent recent studies) which show exactly this. Voters listen to leaders and respond to what they say.
As I say, it really does demonstrate why political leadership on racism matters - a non-trivial chunk of people will follow where leaders of their big party move. Heath and Wilson proved that in 1968, and Starmer and Badenoch are proving it in 2025.
