Yep. Probably. I doubt Trump understands the difference between nuclear device testing and delivery vehicle testing. And/or he's being deliberately vague at the behest of those who do.
I see the statement as a response to Burevestnik and Poseidon boasting online and so would wager this is not about altering US testing standard. But is instead meant to show off that the US has the tools to render any Ru investments to defeat missile defense irrelevant for basics of deterrence

By the way, I don't think it's correct to call Burevestnik "a flying Chernobyl." I wouldn't be surprised if Russian engineers solved the problem of radioactivity in the heat exchanger/exhaust. And any radioactive trail would have been detected by someone.

The @statedeptus.bsky.social 2021 "compliance report" is the most detailed unclassified statement on Russian, Chinese nuclear testing. DIA said something similar in 2019. Russia is directly accused of low-yield testing, while there are only concerns about Chinese transparency.
