(and) create winners and losers. Fear will.. be the prevailing emotion as fees are imposed on those not used to paying them and govt. spending is taken from those accustomed to receiving it.” Needless to say, he is no longer a friend.

To clarify, SFUSD receives $1.9 M in discretionary Federal funding. The remaining federal funding, approx. $89 M is non-discretionary, restricted funding for such programs as Title 1 and school nutrition, which can only be changed by Congressional legislative action.
