Once I figured out how to reliably get infinites with this setup, I just went ahead and beat the game and went into Endless, to see if I could get Undefined value pegs.

The original Fallout game intended to use GURPS as a basis.
Somewhere along the line, they ditched that idea and made their own system.
Some of the remnants of GURPS are still present in Fallout 1 and 2, though: specifically how you can target EYEBALLS when using VATS.
