Not my area at all, but SOFA XVII.10.b grants MPs off-base policing authority to maintain soldier discipline 'subject to arrangements with the authorities of Japan and in liaison'. Afaict there isn't a published agreement for these specific patrols

I think americans who came of age in the 20th century had an overhang where they thought they were still living in david souter's america. (or earl warren's, MLK's, even eisenhower), which however imperfect was trying + learning. then each of us found out about roger stone + had a rude awakening
