I can find online references to C&Ds being sent to artists selling merchandise with the trademarked logo on it.

But that's completely different from claiming to own the copyright on artists' original work.

Do you have an actual citation for this claim?

AFAICT, he trademarked Inktober and the Inktober logo, then gave people free permission to use the term.

I can't find anything indicating he has ever claimed to own copyright in art posted with the inktober hashtag.
