If you get money and it's a campaign, ask your GM if you can buy some of the hope leaves. It really makes a difference when you're on a bad streak (I've started given them out at the start of one shots)

& in fact the UK has the lowest share of its economy estimated as irregular economy in Europe so if it fixes the issue WHY DIDNT IT FIX IT THERE?

As someone who has always strived to make my games as cinematic as possible, it's definitely made easier or harder depending on the system.
Initiative and exact movement rules are some of the biggest offenders, imo.
YZE games and Daggerheart have solved a lot of this for me.

Daggerheart draws inspiration from Cortex Prime, which does not have a fixed initiative. Most older Cortex games don't either, and Cortex's lack of it was to some extent inspired by Fate's lack of fixed initiative. BitD doesn't either. Point being, this is now new at all.
