I am a resident of [redacted] in Vancouver, a building where Enerpro Systems Corp. provides submetering and billing services for cold water, hot water, and heating. I appreciate the opportunity to share my experience as part of this proceeding. In my building, Enerpro is the mandatory billing provider for water and heating. As a tenant, I have no ability to choose another provider, negotiate terms, or opt out. These are essential services, and Enerpro’s role is functionally identical to that of a public utility: they meter my consumption, calculate charges, and issue bills that I must pay to maintain access to basic necessities. Enerpro bills me monthly for:  Cold water consumption  Hot water consumption  Heating (thermal energy) These are essential services, yet Enerpro is not regulated like other utilities that provide water or heat in British Columbia. As a result, tenants in my building do not receive the protections that regulated utility customers receive, such as:  Transparent and standardized billing  Oversight of fees and rate structures  Clear rules around disconnection  Access to an independent dispute-resolution process Given that Enerpro controls access to water and heat in my home, the lack of oversight is concerning. Enerpro’s bills often include charges that are difficult to verify. For example:  The metering data for water and heating is not independently accessible.  The formulas used to calculate hot water and heating charges are not clearly explained.  Administrative fees appear without clear justification. Because Enerpro is not regulated, there is no independent body ensuring that these charges are fair, accurate, or reasonable. If I have concerns about billing accuracy or fees, my only option is to contact Enerpro directly. There is no external oversight, no appeal mechanism, and no consumer protection framework comparable to what exists for BC Hydro, FortisBC, or municipal water utilities. This creates a significant power imbalance. Enerpro controls billing for essential services, yet tenants have no meaningful way to challenge disputed charges or seek independent review. Enerpro’s activities in my building—metering, billing, and collecting payment for water and heating—are indistinguishable from the functions of a public utility. The only difference is that Enerpro operates through private contracts with building owners rather than directly with the public. But the impact on residents is the same: we are required to pay Enerpro for essential services, with no choice and no oversight. Regulation would ensure:  Fair and reasonable rates  Transparent billing practices  Clear consumer protections  Independent dispute resolution  Accountability for service quality These protections are especially important when a company bills for water and heat, which are fundamental to health and safety. For these reasons, I respectfully urge the BCUC to determine that Enerpro Systems Corp. is acting as a public utility under the Utilities Commission Act and should be regulated accordingly. Tenants at [redacted], and in all the other buildings receiving services from Enerpro, deserve the same protections as any other energy or water consumer in British Columbia. After a transition to new recycling collection contractors on Feb 16th, condos and apartments in Vancouver should be getting "pink bins" a few weeks afterwards for recycling soft plastics. No more carting them over to London Drugs!

As a teenager, I broke my wrist falling off my bicycle after getting my tire caught in the gap between the concrete gutter and asphalt road surface. Almost 40 years later, I see nothing's changed (this is outside Dartmouth, NS)
