This is, and always has been, because the local chain restauranteurs complained about competition. Seattle's food scene is all Tom Douglas/Ethan Stowell/Maria Hines/Renee Erickson/Matt Dillon over and over because of lobbying. They killed the local food scene.

It looks like you're sitting on that strap but you're not, or at least I haven't noticed. The problem with that strap is when stand over the bar, it can catch on the nose of the seat when you remount. But when it rains, it's good to keep the seat covered & dry, so I try not to dismount.

These are actually quite comfy. The best thing about chaps is that, unlike rain pants, you don't have to pull them over your shoes. Rain is so inconsistent here that I don't gear up before a commute. I carry a little stuff sack with chaps, better gloves, a dry bag for the computer, etc.

RainLegs chaps aren't short but you might appreciate having kept the rain off your knees as a young'un once your knees start to rebel in a decade or two. They used to be available locally at JRA, but that shop is gone, may its memory be a blessing.

Unsolicited advice: get a battery tender. I had a little solar panel in my truck that worked for years. Now that I have a garage, I had to switch to a traditional plug-in model. Still worth it.
