Chatbots are not neutral. Whomever provides the system prompt sets its agenda. This is on top of whatever biases it picks up from its training data

At best this is a misguided idea. At the worst, it perpetuates corruption while making it harder to detect.

Exactly...it is super irritating that there has been so much uncritical adoption of genAI and that governments seem to have swallowed the industry hype.
