It almost carries the connotation that victims deserve what happens to them, because if they were seeing like survivors, they wouldn’t have died. And that sentiment is condemnable.

Oh that sentiment really sucks. It’s kind of like how survivors of the Holocaust (or any other horror) are lauded as being so strong and brave, but like, does that mean the people who didn’t survive weren’t also strong and brave? Weren’t strong and brave enough?

oppression. However, I also think genocide is bad no matter whom it’s committed against or whom it’s committed by. If that necessitates a separate phrase, I’ll use the less catchy but all inclusive, “mass murder is evil.”
